Abstract

New Zealand’s animal welfare laws and policies are backed by sound animal welfare research that is internationally recognised for its quality. Indeed, the Animal Welfare Act 1999 requires scientific knowledge to be considered in the development of animal welfare standards in codes of welfare. Research needs are identified and prioritised to meet the requirement for scientific knowledge. However, animal welfare also requires a consideration of societal views, good practice and available technology. Can research also help in the consideration of these other factors? Here we consider these issues in the wider context of applying science to policy development under changing societal expectations.
